Financing for Education
New toolkit
On October 2nd 2009 in Ghana, Education International and ActionAid jointly launched a new Toolkit on Education Financing which can be downloaded here.
The toolkit is targeted at national education coalitions, teacher unions, NGOs and anyone else concerned to promote the right to education and committed to campaigning for more funding for basic education.
It aims to help you to hold your government to account for delivering free quality public education by 2015 through:
making adequate budget allocations (20% of budgets or 6% of GDPs);
-
Pursuing transparent, democratic and sovereign processes in decision making over education budgets;
-
Prioritising investments in properly qualified, trained and remunerated teachers (ending the use of cheap non-professional labour which threatens the teaching profession and the quality of learning);
-
Promoting the active participation of civil society actors in national level policy processes;
-
Demanding that donors live up to their promises on filling education finance gaps in a harmonised way, supporting national education plans.
The toolkit provides basic information on what you need to know about education financing, including:
-
Key issues facing education systems – an overview of everything from user fees to HIV, from reaching the most excluded to the effects of the financial crisis.
-
Key issues in education financing – including the influence of macro-economics, budget tracking, domestic taxation, debt servicing and donor aid.
-
Frequently asked questions on education financing + the top ten issues!
-
How to develop a campaign on education financing – including practical step-by-step tools and resources.
-
How to build a national evidence base (key data needed and sources where you can find it, formats of tables and interview guidelines)
